Consular services for Ukrainians abroad
The Ministry of Foreign Affairs of Ukraine welcomes the initiative of the Office of the United Nations High Commissioner for Refugees (UNHCR) “Ukraine is home”. This is an important project aimed at helping Ukrainians make informed decisions about voluntary return home. The Ministry of Foreign Affairs of Ukraine will provide periodic updates on consular services. Voluntary return in conditions of safety and dignity is the right of every Ukrainian – the Ministry of Foreign Affairs and UNHCR will continue to strengthen their partnership to support people in returning home when they feel safe to do so.
Registering for consular services
Register in E-Queue
To obtain consular services, please schedule an appointment through the electronic queue (e-Queue) of the Ministry of Foreign Affairs. Please note that only certain exceptional services can be provided without prior appointment and registration is obligatory. Addressing problems with access to consular services

Crossing the border to Ukraine
Issuance of a biometric passport
You can apply for a biometric passport via the consulate or SE “Document”. Issuance of the passport in diplomatic institutions of Ukraine takes approximately 3 months. Please check the MFA portal for detailed instructions on required documents, rules and regulations.
Return to Ukraine with no identification documents - Certificate for return
In case you don’t have a valid travel document for crossing the border or don’t have any identification documents, you should contact local consulate of Ukraine. The consulate will issue a certificate for return to Ukraine – please check the details about this procedure on the MFA portal.
Consular services for men of conscription age (18-60)

If you are a man of conscription age (18-60 years old), please read the explanation from the MFA about the prerequisites for providing consular services caused by the changes in legislation. Having an updated electronic military ticket is a prerequisite for receiving consular services. To actualize your data in the database, please use the app Reserve+ (Резерв+).
