The temporary protection status in Portugal for people fleeing Ukraine has been extended through a recent legislation change which foresees that the Temporary Protection in Portugal is automatically aligned with the deadlines provided for by the Council of the EU (The Council of the EU extended the Temporary Protection Directive until 4 March 2026).

Short and extended stay in Ukraine

If I decide to return to Ukraine for a short visit, what will happen to my temporary protection status?

Citizens who are beneficiaries of Temporary Protection are authorized to travel and/or be absent for periods considered to be of short duration that do not exceed 90 days, within a period of 180 days (in accordance with the period of time applicable to the consular visa exemption) and, for legitimate reasons of travel to the country of origin, or to other Member States. In this context, Portugal does not cease its Temporary Protection status.

This procedure is in accordance with the Commission´s Communication on operational guidance for the implementation of Council Implementing Decision (EU) 2022/382 declaring the existence of a mass influx of displaced persons from Ukraine within the meaning of Article 5 of Directive 2001/55/EC, and which has the effect of applying temporary protection.

If I return to Ukraine for visit but decide to remain in Ukraine for good, how can I inform the authorities in Portugal?

In what concerns the procedures established by AIMA (The Agency for Integration, Migration and Asylum), I.P., a communication can be made online, by sending a formal declaration of intention, signed in writing, by the person themselves or by their legal representative.

If I decide to return to Ukraine permanently, what will happen to my temporary protection status?

Citizens benefiting from Temporary Protection granted by Portugal, who decide to leave the national territory, must communicate their decision in writing to AIMA, I.P., which will consequently proceed with the cancellation of the status and communicate it to the European Commission.

This procedure is in accordance with the provisions of the Commission’s Communication on operational guidelines for the implementation of Council Implementing Decision (EU) 2022/382 declaring the existence of a mass influx of displaced persons from Ukraine according to Article 5 of Directive 2001/55/EC, and which has the effect of applying Temporary Protection.

If I decide to return to Ukraine permanently, whom should I inform?

Citizens benefiting from Temporary Protection who wish to definitively and permanently leave the national territory must communicate their intention in writing to AIMA, I.P., without prejudice to proceeding in the same way with other national official entities and/or society. civil society entities that provide social support, for the purpose of ceasing the provision of any pecuniary or other benefits.

If I decide to return to Ukraine permanently, can I deregister and inform the relevant authorities in Portugal online or should I go in person?

Can I travel back to Ukraine permanently and re-enter Portugal if/when I want to?

The principle of granting Temporary Protection is to provide integrated reception of displaced persons from Ukraine. If they decide, on their own initiative, to return to their country of origin, cancelling their status definitively in advance, the Portuguese State has the legitimacy to investigate in this case the merit of the request submitted.

I am of a nationality other than Ukrainian, I used to live in Ukraine before the way however I fled due to the war, can I return to Ukraine?

If you are not a citizen of Ukraine and you are staying in Portugal with a visa, you can return to Ukraine using your residence permit in Ukraine. If your permanent residence permit in Ukraine has expired, you should contact the Ukraine authorities in Portugal to verify whether you need to extend your residence permit. Is it allowed to return to Ukraine without an international passport?

Ukrainian citizens can enter Ukraine with one of the following documents:

  1. Passport of a citizen of Ukraine for travel abroad (International passport)
  2. Diplomatic passport of Ukraine
  3. Service passport of Ukraine
  4. Seaman’s identity card
  5. Crew member’s certificate

The internal passport (ID card) is not included in this list. Therefore, it cannot be used to return to Ukraine. Instead, it is necessary to issue either an international passport or a certificate for returning to Ukraine. The conditions and deadlines for the production of these documents vary.

A certificate for returning to Ukraine grants the right to enter Ukraine. This document is issued by diplomatic missions or consular institutions of Ukraine abroad.

A certificate for returning to Ukraine is issued by a foreign diplomatic institution (embassy/consulate of Ukraine abroad) on the day of application. The production of this document is usually a paid service.

An international passport can currently be issued at the Embassy of Ukraine in the Portuguese Republic. However, when ordering this service, it should be noted that the process of producing and issuing an international passport lasts from 3 to 6 months. The production of this document is a paid service.

I do not have any identification documents – can I return to Ukraine?

If you or your relatives plan to return to Ukraine, but do not have a valid passport (the passport has expired, lost your passport or arrived in Portugal only with an internal passport or birth certificate), then you need to obtain a document from the consulate of Ukraine that will allow you to cross the border.

To do this, you need to contact the nearest consular office of the Ministry of Foreign Affairs of Ukraine and issue a certificate of return to Ukraine (the so-called “white passport”). I have disability document/ID issued in Portugal, will it be recognized in Ukraine?

Education and child protection

My child(ren) is/are enrolled in school, do we need to take any specific steps before returning to Ukraine?

Ask for an official document acknowledging your child’s educational achievement that will facilitate recognition of the qualifications in Ukraine. More information on what information the document should include can be found on the Ukrainian Ministry of Education and Science’s webpage.

Can an unaccompanied child (below 18) return to Ukraine on their own?

If a minor has entered national territory unaccompanied by his/her parents or an adult legally representing him/her, AIMA (The Agency for Integration, Migration and Asylum) triggers the legal and institutional mechanisms, to safeguard and protect the best interests of the minor.

Therefore, if the minor is institutionalized, he/she will not be able to return to Ukraine unaccompanied and without the conditions of reception being duly safeguarded and guaranteed by his/her legal family in the country of origin.

What are the steps to return to Ukraine with my pet?

Dogs and cats that are in Portugal and will be taken to Ukraine must be accompanied by a health certificate from the Regional Official Veterinary Services.

Since the applicable certificate is not yet included in the computer system (Certific@+) through which certification is processed on this date, interested parties should apply for a certificate with the Services of the regional Official Veterinary Services, in the area where they live. By clicking on each region on the site, other addresses of the various Services in that area can be found.

The required health conditions can be consulted on the portal of these services. The certificate Mod. 1452/DGAV completed by a clinical veterinarian and known to them (model also available on the portal) must be attached to the application, as well as all other documentation proving the afore mentioned health conditions.

A rabies antibody test is also required, at least 3 months ago and less than 12 months ago, so this requirement must be considered.

A minimum fee of €26.41 is due for the issuance of the certificate.
