Short and extended stay in Ukraine
If I go back to Ukraine for a short period, will I lose cash support from UNHCR?
If your country of residence is still Moldova and you are leaving for a short period, you are not going to lose the cash support from UNHCR.
If I decide to leave Moldova to return to Ukraine, should I report it to IGM (General Inspectorate for Migration)?
If you are benefitting from Temporary Protection (TP) and plan to return to Ukraine with no intention to return to Moldova, you can notify IGM at the [email protected], but it is not mandatory. If you are planning to return to Ukraine temporarily but will be returning to Moldova, there is no need to inform IGM. If you are not a TP holder and have been in the country for less than 90 days, you do not need to inform IGM.
If I have to leave Moldova to return to Ukraine for a long period and my temporary protection has expired, can I enter Moldova in the future, if only to transit through the country or to depart the country from Chisinau International Airport? Can I enter Moldova's territory? Or is any entry (transit, border crossing) now prohibited for 90 days?
Temporary Protection (TP) has been extended until March 1, 2025, after which it will expire. If you plan to return to Ukraine but still regard Moldova as your place of residence and intend to return, your TP status should permit re-entry into the country, there is not a limit of days you can stay out of Moldova. If you plan to go to Ukraine without intending to return to Moldova for residency, you might inform IGM at the [email protected] of this change. In such a case, you can re-enter Moldova as a tourist for up to 90 days within a 180-day period and you can re-apply for TP.
If I go back to Ukraine, will I lose my Temporary Protection Status? And, if so, is it possible to reapply?
No, you will not necessarily lose your TP status. The limit of 45 days cumulative absence from Moldova was removed with the new extension of TP. If you plan to return to Ukraine for a temporary period but still regard Moldova as your place of residence and intend to return, you will not lose your TP status. Note, if you return and find out that your TP was terminated, you can re-apply.
Border crossing
Is it allowed to exit Moldova to Ukraine without an international passport, only with a regular domestic ID card? Or is there still a way without a passport?
Article 4 of GD 21/2023 allows Ukrainian nationals to enter and exit Moldova using certain national identity documents (internal passports, national identity cards, birth certificates (for children)), in addition to biometric passports. As of 1 March 2024, if you are entering the country using national identity documents, they must be valid (i.e. not expired). Adults crossing the state border with a national identity document other than a passport for external travel (identity card, internal passport) can benefit from only one exit/entry from/to Ukraine.
If I need to travel to Ukraine from Moldova and my stay in Moldova has exceeded 90 days. Will I be able to exit Moldova to Ukraine and later return?
If you have not regularized your legal status in Moldova within the 90-day period of lawful stay in the country, either through Temporary Protection (TP) or another form of legal status (such as a residence permit, asylum application, or application for stateless status), you may be subject to fines upon leaving the country. Additionally, you may encounter challenges in returning to Moldova if you try and return within the following 90 days. If you do not have the necessary documents to enter Moldova, you can seek asylum if you fear harm in Ukraine.

What happens to me from a legal point of view if I do not legalize my residence in any way on the territory of the Republic of Moldova?
All foreigners on the territory of Moldova have 90 days (within a period of 180 days) to obtain a secure legal status, either through Temporary Protection (TP) or another form of legal status (such as a residence permit, asylum application, or statelessness status). If you do not obtain legal status within this period, you may be subject to fines upon leaving the country. Additionally, you may encounter challenges in returning to Moldova in the future. If you have overstayed the 90-day period but would like to obtain legal status, you may still apply for TP. UNHCR is not aware of any penalties for applying for TP after the 90-day period has ended if you have not left the country.
Education
My child is enrolled in a Moldovan school. Do we need to take any specific steps before returning to Ukraine?
You should ensure the school is informed about the withdrawal of the enrolment of your child and ensure to request the official files from the school. In addition, social services or relevant local authorities should be informed as well.
Will my educational progress in Moldova be accepted in the Ukrainian educational system?
If your child has attended school in Moldova, it is recommended to request the school for the official files which prove the attendance and achievements, which can facilitate the recognition of the progress back in Ukraine. Livelihoods
If I go back to Ukraine and later decide to return to Moldova, will my vehicle still be legal to use in Moldova?
Beneficiaries of TP have the right to temporary admission of means of transport for private use in RM. The maximum storage period under the customs regime of their temporary admission, for the same use and under the responsibility of the same authorization holder, is up to 12 months. If the period for authorized use mentioned is not sufficient, the Customs Service may grant an extension of it for a reasonable period. If you are planning to return to Ukraine for a longer duration and no longer consider Moldova to be your place of residence, you must inform IGM of this change.
Does my bank account remain active if and once I return to Ukraine?
If you return to Ukraine for a short period, your bank account should remain active. If you leave for Ukraine permanently, most Moldovan banks will ask you to close your bank account, as account ownership is linked to having a refugee status document (like TP) or registered address in Moldova. However, banks have different levels of strictness, and you should enquire with your bank before leaving for Ukraine.
Can the bank in Ukraine and the bank in Moldova share my credit history?
Yes, banks in Ukraine and Moldova may share credit history information, but this depends on various factors, including local regulations and agreements between banks. In general, if you have accounts or loans in both countries, your credit history may be accessible to financial institutions that have established partnerships or use shared credit reporting systems. However, always check with your specific bank for details on their policies regarding credit history sharing and the services they provide in each country.
