Short and extended stay in Ukraine

If I decide to return to Ukraine permanently, what will happen to my temporary protection status?

If a permanent return to Ukraine is communicated to the Italian authorities, the Temporary Protection status will be cancelled. You can reapply for temporary protection in case you change your decision to stay in Ukraine.

If I decide to return to Ukraine for a short visit, what will happen to my temporary protection status?

The temporary protection permits that have been issued in Italy are valid until 31st December 2024. You will be able to return to Italy as long as temporary protection is in place. Upon your return, you will automatically continue to benefit from temporary protection for as long as your permit is valid.

If I decide to return to Ukraine permanently, who should I inform?

If you are still in Italy, you should inform the Police Headquarter (Questura) that issued your Temporary Protection residence permit. If you are in Ukraine, you should inform the Italian authorities in Ukraine (consulate/embassy). You must return your residence permit to the Italian authorities.

If I decide to return to Ukraine permanently, can I deregister and inform the relevant authorities in Italy online or should I go in person?

It’s possible to inform the competent authorities (Questura) by Certified email (PEC), but the Temporary Protection residence permit must be returned.

If I decide to return to Ukraine permanently, what will happen to the assistance that I am receiving in Italy?

If you are living in a reception centre under the responsibility of a Prefecture, or in a SAI project, it is important for you to know that, according to Italian law, unjustified abandonment of facilities results in a revocation of the reception entitlements. Over the years, Prefectures have, by practice, taken decisions to revoke reception measures if people have left their facilities without justification for more than 48 or 72 hours.

People housed in the centres have the option of asking for permission from Prefectures or Servizio Centrale (through the facilities’ managing entities) to leave for longer periods, justifying the reason for the request.

If you are living in a reception centre under the responsibility of Civil Protection and managed by NGOs or other managing entities (named widespread reception facilities), you must inform Civil Protection about your decision and time out of the country.

Can I travel back to Ukraine permanently and re-enter Italy if/when I want to?

If a permanent return to Ukraine is communicated to the Italian authorities, the Temporary Protection status will be cancelled. You can re-enter Italy with your biometric passport for the purpose of short stay. If you want to stay for a long term, you must regularize your presence upon arrival by going to the local Police Headquarter (Questura) to sign a “declaration of presence” and ask for a residence permit or temporary protection status.

Is it allowed to return to Ukraine without an international passport?

Documents that can be used to enter Ukraine:

  • Biometric passport (passport for traveling abroad)
  • Diplomatic or service passport
  • Valid child’s travel document
  • Crew member ID card/seaman ID card
  • Certificate for return to Ukraine

No, you should contact the Ukrainian Embassy to communicate your need and obtain an identity document, with temporary validity, to re-enter the country.

I am of a nationality other than Ukrainian, I used to live in Ukraine before the war however I fled due to the war, can I return to Ukraine?

If you are not a citizen of Ukraine and you are staying in Italy under temporary protection, you should be able to return to Ukraine using your Ukrainian residence permit. For more information, please contact Ukrainian authorities.

Education and child protection

My child(ren) is/are enroled in school, do we need to take any specific steps before returning to Ukraine?

It’s advised by the Ukrainian government that returning children need to take a list of requirements from the school abroad where they studied. The checklist can be found here. 

The Ministry of Education advises collecting all the documents from the previous school where the child studied: subjects taken, exam results, evaluation system, etc. Please ask directly the Italian school where your child is enroled for more information on how to obtain the relevant documentation. 

If no documents are present, the child can pass a pre-evaluation exam and still enrol in a Ukrainian school. Please note that the child cannot be refused enrolment even with incomplete documents or missed subjects. Read more about school enrollment in Ukraine from the Ministry of Education and Science. 

Can an unaccompanied child (under 18) return to Ukraine on their own?

Children shall be subject to the same entry and exit control as adults, as such, they will need an identity document valid for travelling. In case of need, they should contact the Ukrainian Embassy to obtain an identity document, with temporary validity, to re-enter the country.

Is it possible to collect my health records if I decide to return to Ukraine permanently? If yes, how and where?

The set of health records produced during a course of treatment or hospitalization at an Italian health facility, including all diagnostic and therapeutic activities, nursing care, and the patient’s clinical information, is called a “medical record” (cartella clinica). In Italy, every patient has the right to receive a copy. For this purpose, it is necessary to file a specific request directly to the health facility, either by going in person to the public relations offices or by sending the request by mail, certified email (PEC) or fax, enclosing a copy of your personal ID.

Will my disability status be recognized in Ukraine if it was determined abroad?

You will need to obtain a disability certificate issued in Ukraine. It can be done on arrival or remotely – please check the instructions on the governmental portal. 

Please note that even if your disability certificate obtained in Ukraine has expired, the document is automatically extended and is considered valid until 6 months after the end of martial law in Ukraine.

What are my tax obligations if I decide to return to Ukraine permanently?

Italy signed an agreement with Ukraine to avoid double taxation. Therefore, income from employment is taxed in the country where it is earned. If you worked in Italy and paid taxes, you might be eligible for a tax refund. A tax refund for filled by your company must be submitted to the Italian Tax Agency.

How to sort out my bank account if I decide to return to Ukraine permanently?

Your bank accounts should remain open as long as your residence permit is still valid, even if it is inactive due to your decision to move back to Ukraine for a longer period. According to the Italian law, the current account can be closed unilaterally by the bank only after 10 years of non-use. In any case, the bank must inform the account holder.

How to sort out my social insurance in Italy if I decide to return to Ukraine permanently?

Ukrainian citizens who have regularly worked in Italy and paid national insurance contributions have the same right to a pension as any Italian citizen. The pension benefit is not lost when they decide to return to their country of origin, even if no reciprocity agreement has been stipulated between Italy and Ukraine: the basic requirement is that they have fulfilled the requirements established by Italian law. You might be elegible for a refund of your contributions to the pension fund – please contact Italian National Institute of Social Security for more information.

How can I check for my pet documentation if I want to return to Ukraine permanently?

During the martial law in Ukraine the procedure of entry with pets is simplified.  The pet must have:

  • An identification document issued by the EU member state – pet passport or international veterinary certificate.
  • Microchip
  • Vaccination against rabies.
