Registering for consular services
eConsul - Registration for consular services
To receive consular services, please schedule an appointment through the electronic system eConsul (єКонсул) of the Ministry of Foreign Affairs. To log in to the system, you must have a Diia Signature (Дія.Підпис), an electronic digital signature (ЕЦП), or BankID. Please note that only certain exceptional services can be provided without prior appointment (such as issuing a certificate for return to Ukraine) and registration is mandatory. Addressing problems with access to consular services
The Ministry of Foreign Affairs strongly recommends installing and using Diia (for iOS, for Android) to access consular services and facilitate the registration process; citizens can also use other electronic registration methods. Registration directly through the consular office is possible, but is carried out only in rare cases and takes a long time.
If you have been living abroad for a long time and are unable to use any of the proposed registration methods, you can contact the consular office by email to have them register you. The letter will need to explain the reason for the impossibility of self-registration. On-site consular services - how to get informed about consular services in my country and region?
On-site consular service allows you to receive consular services without visiting the embassy. Appointments for on-site service are usually made in advance – news about the planned visit of the consulate and the registration form can be found on the dedicated website in the “Embassy News” section or on social media. It is not possible to register for outbound service through the eConsul system.
The easiest way to follow the embassy’s news is through the official pages on social media. Links to country pages for countries where the largest number of Ukrainians live: Canada, USA, Germany, Poland.
Can a child cross the border with Ukraine with a birth certificate or entry in the foreign passport of one of the parents?
To cross the border with Ukraine, you must obtain a passport for your child, or issue a certificate of return to Ukraine (“white passport”). A birth certificate (original and translation) of a child is not sufficient to cross the border. Please note that according to the resolution of October 29, 2025, extended passports can no longer be used for travel abroad and to Ukraine, and each citizen of Ukraine must have a separate passport (children must have their own passports).

Issuance of a biometric passport
You can apply for a biometric passport via the closest consulate or SE “Document”. Issuance of the passport in diplomatic institutions of Ukraine takes approximately 3 months (or longer). Please check the MFA portal for detailed instructions on required documents, rules and regulations. If you are a man of 18-60 years old, please note the following:
– You will require an updated miltary booklet to receive consular services at the Ukrainian embassy. You can update your data via the app Reserve+ (Резерв+)
– You can apply for a biometric passport at SE “Document” without an updated military booklet. Local branch of SE “Document” will automatically check the applicant’s status in the military register Oberih.

Return to Ukraine with no identification documents - Certificate for return
In case you don’t have a valid travel document for crossing the border or don’t have any identification documents, you should contact a local consulate of Ukraine. The consulate will issue a certificate for return to Ukraine. A certificate is a document with a temporary validity that contains your personal data – nationality, name and surname, and a photograph. A certificate for return to Ukraine is usually issued on the day of application or later (but no longer than five working days). Please note that some airlines might not allow you to travel with this document and you might need to use other means of transportation.

Consular services for men of conscription age (18-60)

If you are a man of conscription age (18-60 years old), please read the explanation from the MFA about the prerequisites for providing consular services caused by the changes in legislation. Having an updated electronic military ticket is a prerequisite for receiving consular services. If you apply to receive identificaton documents, an updated electronic military ticket is not a requirement. However, your military data must be actual. To actualize your data in the military database, please use the app Reserve+ (Резерв+).
