Legal and policy frameworks in Ukraine on employment and economic inclusion. These frameworks cover Ukrainians within Ukraine and those returning.
- On 13 September, the Government approved the draft State Budget for 2025, which was submitted to the Parliament
- On 6 September 2024, the Government adopted the Strategy of Recovery, Sustainable Development, and Digital Transformation of Small and Medium-Sized Enterprises (SMEs) in Ukraine until 2027 which outlines the main areas for improving the state policy aimed at supporting SMEs as a key sector of the Ukrainian economy in the context of full-scale aggression by creating conditions for sustainable development and digital transformation, facilitating access to finance, and supporting the growth of SMEs.
- On the 13th of August 2024, the Cabinet of Ministers of Ukraine adopted Resolution № 940 on Amendments to the State Strategy for Regional Development for 2021-2027. This Strategy has been developed in accordance with the Sustainable Development Goals of Ukraine until 2030 and takes into account the provisions of the Ukraine Plan, the action plan for the implementation of the Roadmap for Reforming Public Investment for 2024-2028.
- The Government of Ukraine has approved the Ukraine Plan under the Ukraine Facility, a strategic initiative designed to support the country’s recovery and development. This plan outlines targeted measures and projects funded by the Ukraine Facility, aimed at addressing urgent needs, bolstering economic resilience, and facilitating long-term growth. It focuses on key areas such as infrastructure repair, economic stabilization, and social support, ensuring a comprehensive approach to Ukraine’s reconstruction and development goals.
- Regulation #331 is designed to support employers who provide jobs to IDPs. It sets out rules to compensate to public companies and state authorities in the amount of the minimum salary set in Ukraine for each officially employed IDP. The period of such compensation is set at three months for all IDPs and six months for persons with disabilities among those displaced.
