Multi-Service Protection Centres and TSNAPs
People impacted by the war in Ukraine—including displaced people, returnees, host families, and people whose homes have been destroyed or lives disrupted—often need urgent, and often different types of government or humanitarian assistance. This ranges from recovering lost documents, applying for compensation, and accessing pensions or other benefits to understanding procedures for accessing available local services.

If you want to receive administrative services such as issuance of various certificates, permits, registration of place of residence, enrolment for governmental assistance programmes please visit your local Administrative Service Center (TSNAP). Multi-service protection centres
UNHCR, together with our partners, has established multi-service protection centres in different parts of Ukraine to create ‘one-stop shops’ for people in need of help. The aim is to identify specific vulnerabilities of people who come in for help—and to ensure that people:
- understand their rights and entitlements and what assistance is available (protection, cash, legal aid, shelter)
- can fill out the required administrative forms
- can access the specific assistance to best address their needs, and those of their family members
Many of the centres also have mobile teams—who regularly visit more remote areas to ensure that those with mobility constraints can access the protection and assistance they need.
Returnees can also contact UNHCR via its hotline for information on how to access UNHCR’s protection services, cash enrolment, and information about support to repair damaged or destroyed homes.

MSPCs Locations
UNHCR’s Multi-service Protection Centres are present in 14 regions of Ukraine. Together with mobile groups, MSPCs cover 21 regions of Ukraine (except for Luhansk, Ivano-Frankivsk and Zakarpattia regions). In MSPCs you can only receive the services provided by UNHCR and its NGO partners such as enrollment for cash assistance programme, legal aid, consultations about rights and entitlements, consultations about housing compensation programme.
